Despite the constitutional amendment vote coming during the primary election, when the Republican and Democrat parties pick who they want to go onto general elections for positions, voters who are not part of those major political parties will still be able to vote on the constitutional amendment.

Anyone can vote on the constitutional amendment. Voters who are not Republican or Democrat — such as Libertarian Party voters, or those who chose not to be affiliated with a political party — will be provided a ballot with only the constitutional amendment question on it."
