Since Native Americans receive monthly payments from BIA, providing educational benefits seems appropriate imho

Much "white guilt" emotion wrapped up in this. I just like to keep it simple. If race is a basis for any decision, that is the definition of racism. We are either accepting of racism or not. I worked with tribal T.E.R.O.'s for over 20 years. Outreach and encouragement is in place. Grants and scholarships are in place. It always comes down to money. These days most tribes have access to gaming revenues. The best place to find money is to look at how the tribes are being scammed by the gaming operators. Few tribes realize even 50% of profits. In terms of revenue, they realize much less. If we want to do something lasting, there is the low hanging fruit.

Native Americans do not receive monthly BIA payments. That myth has been around for a long time but it's just that, a myth. While some Native Americans do receive monthly BIA payments, usually it is because of decades long lawsuits involving certain tribes and regarding tribal land issues. Once there is a settlement, the BIA takes the settlement money and then determines which tribal members will receive it and it what amounts. An example would be the BIA payouts that have been made to various tribal members of the Gila and Tohono O'Odham Nations whose farmland was completely destroyed due to flooding created by flawed Army Corps of Engineers dams of the Gila River. That lawsuit took close to twenty years to wend its way through the courts and finally resulted in a settlement. Another large part of the settlement went to the Tohono O'Odham Nation itself in that it was allowed to obtain other land that would be placed with the BIA to hold for the Tohono O'Odham Nation.
