Presidential libraries...and yes they have vaults for certain classified AS THEY ARE STILL READ INTO CERTAIN PROGRAMS!!!

There are formal processes for declassification, often involving page by page review. For Presidential Libraries, it usually is done by an official archivist. An oral proclamation of blanket scope does not count.
