Yea the VA is pushing using computers or phones for appointments but they won't pay for anything
There are new check-in procedures where you use your phone but be aware you may be charged by your cell provider according to the signs posted in every clinic. Isn't that just peachy. Having to pay to check in for your appointment.

I applied for and use it. I don't get "free" internet, but it does provide me a substantial discount on my high speed fiber.
