Key Actions to Advance Tech Accountability and Protect the Rights of the American Public
A lot of what is stated is about requiring enforcement of laws that already do exist.
Why has there not been adequate enforcement?
We already know that any and all types of negative prejudicial discrimination will be used in every way possible when there is not adequate enforcement and prosecution and knowledgeable oversight.
Let's review the laws, revise where necessary, and create where necessary. When enforced, they can altogether stop and prevent nefarious use and abuse of A.I.

Judaism and Islam both advise learning as an obligation. I wonder about other religions. Most religions have some version of The Golden Rule - maybe something similar about learning too.

Seems the concern is more about use of internet, computers, online and telephone application of computer programming (as A.I.) to do decision making without human involvement - based on a priori programming which NEVER universally covers everything needed for good analysis.
The blasted insufferable recordings when calling any customer service number, for example, is programmed A.I. So too could industrial use of automated systems be considered robotic A.I., and the printing press for that matter!
No doubt the church (before denominations) was aghast at the problems the printing press could cause with governance! Instantaneous access to information worldwide is a similar cultural change - a time of getting public and commercial use and abuse under control enough that intentional damage is not invited and perpetrated - including by government.
