Putin calls the attack on a key bridge to Crimea a terrorist act

A terrorist act? There is a hot war between Russia and Ukraine. Blowing up key portions of an opponent's infrastructure to prevent resupply and reinforcement is a pretty standard and accepted tactic. I think calling this terrorism really speaks to Russia's inability to respond effectively.
