To me this title is actually funny. For a drainage area the size of the Mississippi it will always be affected by low percentage flooding. If anyone needs to know how storm events are categorized: it is by a percent chance that it will be surpassed in any given year. Actually, the Mississippi River is most screwed up where we've been building up levees to protect New Orleans. The federal government actually made the choice to flood areas that otherwise wouldn't be affected by a storm to preserve New Orleans. Right or wrong? Everyone has their opinion.
