It does save lives and is controversial as EMT's may use this multiple times to revive the same persons. In general addicts are perceived as exhibiting very low social value. And in doing so addicts are being enabled.

I hope it isn't misused and it doesn't work on the animal tranquilizer that many seem to be using now.
