If true, it doesn't matter to what the Biden administration agrees. And no such agreement is "legally binding."

US Constitution, Article II, Section 2, Clause 2:
He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur.

They're trying to pass this off as an administrative matter rather than a treaty. That will have to be decided in the Supreme Court

Obama tried to surrender our sovereignty to the UN on gun control. Fortunately, that was a treaty and he couldn't get it ratified. Treaty or not, I will never abide by any UN body exercising control over me or my nation.
