His complete statement sounds logical.

What you are doing, respectfully, is a guarantee that you’ll never have a voice,” Kirk concludes.

Regardless if you believe it is rigged or not, even if the odds are against you, if you don't "play the game" then you'll always lose.

You should never take the advice of failed Chicago mayor and stay home from voting.
