I believe her parents share much more of the blame in this. No child should face this kind if surgery until they are the age of legal consent.

Well ... unless you are in Oregon, California or Illinois ... and the left shouts about children rights when they don't worry about children mutilation.
Oregon: Allows minors who are at least 15 years old to access gender-affirming medical care without parental consent.
California: Allows minors who are at least 12 years old to consent to certain medical treatments related to gender transition without parental consent.
Illinois: Allows minors who are at least 12 years old to consent to medical care related to gender transition without parental consent.
