Russian weapons industry is declining due to Russo-Ukrainian war…Destroyed or captured Russian equipment on battlefield hurts reputation. Economic sanctions hinder obtaining high tech parts for platforms along with countries purchasing. Some countries are making their own instead of importing.

Weapons sales by any country that manufactures and distributes them is a huge business. Showing vulnerabilities in actual combat is a sure way to lose clients. But... There aren't an awful lot of governments who will sell top shelf equipment in the first place.
