I am 83% sure that the only reason neither impeachment nor invocation of the 25th Amendment has not already happened is that Harris is the VP.
Incompetent VP as an insurance policy has been the running joke for decades. But never has it been more true. The runner up for this is probably Obama, though, and his VP inexplicably somehow got the Dem nomination. So there is really no telling anymore.
