There is only one person responsible for this debacle. That's the guy who ordered it. If his underlings didn't do the proper planning after being given the go ahead, that's not only on them, but him as well.

That guy who's responsible for this? Joe Biden

Trump's White House may have negotiated the deal, but they more than likely did the initial planning, but it was Biden's administration that should have refined the plan and gotten it ready to go. And the result shows Biden's team did zero additional planning as well as zero contingency planning. They also appeared to think the Afghanis would be orderly during the evacuation.

Now Presidents aside once The US negotiated the agreement the Pentagon had its marching orders. They failed to execute their instructions from not 1but 2 Presidents. Total time from signing to departure is 18 months. The Pentagon had all the time in the world to craft a departure without issues but they refused to do it.

5,000 imprisoned Taliban prisoners released.

Trump reduced troop strength from 13,000 to 2,500.

The agreement that trump negotiated stated that there were certain requirements that had to be met in order to have a withdrawal, this included no attacks on allied forces. The DOD IG concluded in Dec 2020 that the Taliban had violated the agreement. In the months before that, intelligence reports had stated foreign fighters were pouring into the country.
Obama/Biden reduced the troop strength in Afghanistan by 34,000 in 2014 to 8400 troops by December 2016. There were 4,000 US troops in Afghanistan when Trump left office.

Now you are trying your best to pin the withdrawal on Biden my point us quite simple.

The blame belongs to the Pentagon. On 29 Feb the Trump Administration announced a withdrawal from Afghanistan by May 2020.

At that point the planners in the Pentagon should have drawn up a plan to begin moving physical assets,personal and troops out as they had an order from the President of the United States that they would be out by May. The generals failed to do their job.

Now Msg if you want to get into over what President did what and what President screwed the pooch then we can have that argument but Trump will come out the lower simply because he did not include the Afghan government.

The generals did their job. Biden and the WH overruled them.
He was notified of the information above including that foreign fighters were pouring into the country, the Taliban had violated the agreement, the Afghan government had said they would be overrun if the US did a full pullout.

Bottom line, it was all on Biden. He ordered the withdrawal, no one else did. He ignored the intelligence agencies and the generals. Before he became President, he and Obama lowered the number of military in Afghanistan to 8400.
As Defense secretary Gates said during the Obama admin. Biden has been wrong on every single foreign policy decision.

"Top military officials, for example, are furious at Biden’s national security team because they wanted to start evacuating vulnerable Afghans as early as May but were not allowed to do so, multiple officials told NBC News. After their advice not to pull out was disregarded, Pentagon brass sought to exit as soon as possible in the interest of troop safety and planned to get all troops out by as early as July 4, according to a senior official.
As the July date approached, the White House grew concerned and ordered the military to delay and keep troops until Aug. 31, the official said."
