We have the same issue with rural hospitals in GA. In many cases they are being bought out by larger hospital systems, so the billing goes through the larger hospital systems.
The rural hospital I worked in had 6 or 7 counties correctional centers contracts, including a private federal correction center. It’s one method to keep rural hospitals open.
