This is because the Country's Leadership is more concerned with changing bases names than fulfilling recruiting goals and/or getting people in the right slots.

While I agree most likely it has to do with pay and employment contracts for the majority of civilians working in the DFACs.

1SG Russell S. - That's something for me to think about. During my active service I don't remember many civilians in the chow hall. Who feeds these soldiers when they have to go to the field?

SFC (Join to see) - well, depends. 1st choice is drawing cooked rations from a DFAC and take to the troops as a HOT meal(cheapest). 2nd is a field mess at Bn Level, (Company mess is long gone) using precooked and field heated rations.(next cheapest) and 3rd is MRE for 2 meals at least (most expensive).
The consolidated DFACs on most bases are like what you might know of as Brigade Level ones serving several thousand 3 meals a day to which a Soldier does not draw Per-diem if on .gov rations….so if the .gov is not feeding you???…there lies the problem…
