The California minimum wage is $15.50/Hr. There are people with far more education, skill and experience, in far less comfortable work environments, in California who are not making $20/Hr. This will push the cost of labor up in ALL sectors.
Fast food restaurants depend on volume sales. The operate on thin profit margins. Upscale restaurants that serve "bar food" cuisine will figure the price point that draws people away from the fast-food chains. "For $3.00 more per meal I can sit in a nicer place with better ambience." Families at the lower end of the economic scale will not be able to afford a meal out. The end result is greater automation in the "fast-food" chains and less employment for the poorly educated, unskilled, and inexperienced.

This will punish the poor and uneducated. And teenagers looking for their first jobs. But the California elite don't like fast food anyway...so if there are less McD's that's okay with them too.
