They're are just looking out for those under 18:

Governments gatekeep against youths harming themselves in all facets of life, this is not different. As adults, they can do as they please under Texas law

Children who are not capable of making a plethora of other decisions are being kept from making a decision which can not be undone - Not getting the surgery isn't fatal. Adults on the other hand, have all the freedoms one could want to do with their bodies as they wish.
