Even with limited conscription, China has military recruitment problems like many other countries (disqualification and injuries from health problems , civilian job appeal, more restrictive lifestyle than western forces, corruption, etc.)

There is a draft for enlisted and college students must do ROTC before enrollment…but China still relies on volunteers with diminished interest and many deferments.
