Navy chief charged with espionage

Oh damn. One thing I don't get though. The article says he's the first Sailor charged with espionage in at least 5 years. Was not the Sailor, recently sentenced, selling information to China committing espionage?

“Chief Fire Controlman (Aegis) Bryce Steven Pedicini faces eight espionage charge specifications for alleged crimes that occurred between November 2022 and May, according to a copy of his charge sheet obtained by Navy Times.“
