The United States doesn't need to be funding foreign universities in my opinion. Let them pay for their own research and share it with other countries like we do. It isn't like Australia is a third world country that can't afford it.

Has the US ever received any return on that investment?

Us knowing the benefits of United States’ monies gifted (regularly) to any foreign universities was of little importance to the Powers-that-were, let alone other massive $$$$$$$$$$$$$$$$ assignments that are being revealed by the Trump administration for various foreign endeavors.
I often think of all our US citizens who can’t afford dental or health care, SPC Michael Terrell

If they think our asking these questions verges on foreign interference, then fund the research projects yourself Australia. Or better yet get the money from China and see what they want in return.

$400 million for researchers in Australia? For what cause? Funny how the article won't list the research projects.
