Very misleading headlines. There is nothing in the article to support the claim of this being
anti-Israel.

I suppose it would be possible to investigate human rights abuses in Israel and Gaza on an impartial basis, but it seems highly unlikely that any such impartial basis was being conducted or even espoused.
The wording of the program, asking for grant recipients "collect, archive, and maintain human rights documentation to support justice and accountability and civil society-led advocacy efforts, which may include documentation of legal or security sector violations and housing, land, and property rights." focuses entirely on claims made against Israel for supposedly denying so-called Palestinians housing, land and property rights.
These grants would be paying people to document unfair legal practices while totally ignoring human rights violations committed against Israelis because those offenses are largely outside the law.
