It's a lot.
The most labor intensive step is probably the in-flight refueling capability and the EMP proofing.
Then there's all the rest of the defensive measures, passive and active.
And also a commo suite that makes an AWACS or J-STARS look like the Wright brothers' plane with a walkie-talkie.
Landing gear probably requires an upgrade after all that.

The whole project will probably take as long as any other Air Force 1 project, and the ones currently in the pipeline are already closer to completion than this new gift starting from scratch.

Plus you don't exactly take any old body off the assembly line to work a presidential aircraft. Whomever is working this conversion was most likely pulled from the work on the aircraft he complains about being delayed.

Lt Col John (Jack) Christensen - If he wants to fly it as-is, let him, he's the president.
But any crew and staff should be allowed to opt out of those flights.
I think (hope) on some level he knows that is a bad idea.

there's a reason why presidents, even former presidents, aren't even allowed to drive a car on a public road, all the precautions for travel are there for a good reason.
