I have no experience with FCC, but nothing in that article surprises me -- the underlying themes are universal across the military: Anything that isn't mandatory must be prohibited; even clear regulations are frequently interpreted in ridiculous ways; and generally common sense is absolutely banned.

Reminds me of Germany. Our company had a bar run by the short timers that sold beers and chili dogs for $1. The funds paid for PCS awards and DUIs within the BN stopped completely. Then AAFES realized that the vending machines weren’t constantly out of Budweisers every Monday morning restocking and shut us down.

Our unit bar was closed down the same way before I got there. We were an isolated detachment about 190km from our parent unit.

In their infinite wisdom AAFES had a PX and a separate Book Store in our building. The PX was maybe 10'x25' and the bookstore was about 6'x10' -- AAFES staffed them with one civilian employee each. Our total strength was 30 soldiers!

To top it off US Army Support Group Norddeutschland (I may have their name wrong, they were not in our chain of command - we weren't even in the same MACOM) had a "Commissary" in its own building on our compound. I'm not sure why or how. The whole commissary was maybe 20'x20' run by one E6 and one LN civilian clerk.

I cannot believe that any of these operations ever came close to breaking even.
