Having been part of the Counter Terrorism Community before it was Fashionable (Reagan Years) I would say Obama's Legacy will be Reaganesque on Steroids in His Successful Use of Special Forces and Military Intelligence.

He made use of SF but lets look at one incident. The capture of Captain Phillips. 3 Navy SEAL snipers sat for 3 days with eyes on target, Obama would not give the order. The order came from the Austrian Ships Captain. Yes when on a foreign Allied vessel the Captain has that authority if the opportunity calls for it. 3 shots, 3 kills in an moving target from a moving vessel (waves) all at the same time. Obama was quick tho to take credit for an order he never issued.

What are you talking about? There wasn't an Australian ship in sight. It was the USS Bainbridge and USS Halyburton who were on station with USS Boxer in the area for support. CDR Castellano the CO of the USS Bainbridge who had prior authorization from higher authority eventually gave the order when Capt Phillips life was in danger on the 12th of April. The President gave authorization to use deadly force if necessary on the 9th.
