No easy or fair way to apply quotas, esp to something which can be easily associated with and painted as racist or discriminatory. The article mentions that early quotas were based on
'recommendations of a congressional commission that classified countries according to the character of their people. Africans were judged to be undesirable etc.' The qualifier ''blatantly racist' was added in the opinion of the person who wrote the article. Did the original criteria etc mention race or what else qualified a people as undesirable? An association was drawn to make a purely discrimatory racial connection.
