I’ve heard on videos not related to this that the worst thing about rescuing someone from water IS the person in the water. They’ll fight and fight out of panic, shock, or a mixture of both hampering their own rescue. If they did as is proposed here, it could very well help them out, plus if their breathing is slowed down due to the drug, the oxygen would last longer giving the divers another edge in getting them out safely.
