Until I was 8, I and all the neighborhood kids had free roam of the cul-de-sac. it was a big one with about 20 houses on it. From 8-10 I had free roam of an area that was defined by four major thoroughfares. But could also go to the corner store to buy Dad's cigarettes or a gallon of milk.

At 10, we moved to the country and my Dad literally used a shot gun to call us home for dinner.

At 12, I would have been allowed to stay home alone, but I had shown too keen an interest in girls and the girl on the next farm had too keen an interest in me. So I wasn't allowed to be home alone until I got married. Good thing, because I'd have probably been a grandfather before I was 25.

Maj John Bell Nice anecdotal story, but it illustrates why it should be up to the parents and not the government on how children are raised.
And as an individual raised on a farm also, it is so full of holes that it is a colander.

unless the kid is 13 or above, NO. It also depends on location. if in public place,NO . if at home yes
