From my experience, the Kurds where the only group that could maintain its own security. The city of Dahuk and surrounding area offered proof of thise. I agree that only the people of Iraq can gain long term security, but don't believe they can make it happen without assistance. Far too many cross border loyalties exist along with no sense of nationalism. The only solution is a division into 3 separate states with an international body assisting with providing needed infrastructure and equal distribution of oil revenues. I realize an international governing body could end up as a goat screw. While this is being set up, Iraqi forces would not be permitted to engage in the war against ISIS and would be tasked with security and maintenence of there respective states. War must then be brought to ISIS and ANY nation who aides that terrorist group in any manner. I realize that conducting a major offensive while establishing a three state government in Iraq would be a monumental task, but it should appeal to all involved. Those who believe in taking the war to the enemy have what they want and those who believe in an international coalition get what they want.
