I suspect he is correct. I hope he is wrong

Most of the talking heads on these "news" shows forget that a caliphate existed in Northern Iraq and Syria operated by ISIS and caused by the Obama policy to rapidly leave Iraq. Trump committed to eliminate the caliphate (which Obama told us we were stuck with) and did so in about a year. He unleashed the military and let Mattis take the fight to them. There is no caliphate today.

Trump has been more than willing to take action where it is needed but Admirals and generals want to remain "relevant" in the conversation so they show up to these shows and tell the political leadership what they think they should do, unencumbered by actually having to do anything.
