Terrorism must be eliminated and US with its allies pledged to fight War on Terror. We seem to eliminate top brass in the global terror apparatus, yet we fail to isolate or eliminate these outfits from their roots. After Al Qaeda was busted, it's guts began to spew all over like an alien. ISIS, ISIL, ISJK, JuD, JeM, LeT and others. IS lost ground in Marawi, after which it tried to relocate to Manila and other cities. ISIS moved from Malaysia to Mindanao. Islamic State has expanded into Europe as well. Africa is said to be the next battleground for Al Qaeda and ISIS. In light of this summary, LTC Eric Udouj Sir, how do we measure the success of the War on Terror?

Success can not be viewed from the top of the mountain... and be focused on territory we have recaptured and are now forced to secure. Nor is it based on defensive actions... which has left both IS and AQ the initiative for the next campaign or action. Success is not based on killing the leadership or the principle planners or staff individually. You want to kill them - take down the staff.. So if success is based on body counts of any types - we are indeed successful. However - what has 17 years of war with AQ taught us now that they have more fighters than ever before? If we had a strategic plan to define success - you can break it down to the operation and tactical level. But operational plans that try to define strategic success.... and we end up where we are now..
