The chaplain in question does not have the authority to deny SM's that are non-Christians from practicing there faith. Sounds like he's bucking for a discharge.

The chaplain in any branch includuding USAF(I was a chaplain in USAF) is never asked to perform services that do not go along with his religious training and beliefs. The chaplain is called upon to counsel, speak about the services the chaplaincy provides, offer prayers at military gatherings, etc. I am late to this discussion but I hope the information is helpful. If the chaplain could not help the airman hopefully he would have "people resources" to refer the person to.
