Air Wing Metrics Support Program Analyst, NAWDC Job

Job Description:

The Training and Simulation Service Line, in support of the Navy and Marine Corps Customer Group, currently has a career opportunity for an Air Wing Metrics Support Program Analyst to provide expertise in evaluating carrier air wing performance by required skill sets and metrics during integrated air wing training at Naval Aviation Warfighting Development Center (NAWDC) in Fallon, NV. The individual in this position will provide program analysis support and serve as a fleet training program analyst and action officer for the NAWDC Technical Director. Program Analysts have experience at the senior level including supervisory experience. Program Analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior- level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program Analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. They are subject matter experts (SME) in their fields of expertise. The ideal candidate will be experienced in mathematical statistics with a degree in mathematics, operations research, engineering, physics, or other sciences that employ statistical inference or require training in stochastic processes. He/she will have experience with the Air Wing Fallon (AWF) Carrier Air Wing (CVW) training processes, the Weapons Tactics Instructor (WTI) course, joint aviation capabilities, test and evaluation, and design of experiments.

In addition, he/she will have at least two years of applicable Program Analyst experience in:

- U.S. Navy training operations, policy, doctrine, systems, and staff procedures.
- Managing/ prioritizing projects involving stakeholders.
- Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
- Conducting fleet training analysis/assessment to identify gaps, training needs and solutions
- Excellent time management and communication (written and verbal) skills, including public speaking and presentation.

Specific Functional Area duties include:

- Provide detailed, expert statistical/mathematical analysis of performance data from integrated CVW training to fully comply with NAWDC air wing metrics support tasks.
- Provide metrical analysis to WTI courses, compare performance across NAWDC syllabi and compare live performance to simulator performance.
- Develop Measures of Effectiveness (MOE), data gathering methods and analytical tools, coordinate with NAWDC staff to collect data, reduce and analyze data, and provide quantitative performance reports to NAWDC during integrated CVW training.
- Monitor and oversee collection of data during Integrated CVW training and WTI courses.
- Identify performance trends, advise NAWDC staff on the quantitative performance of the CVW, and make recommendations to address performance concerns. Relate performance data to Navy Mission Essential Tasks (NMET) or other mandated metrics as appropriate.
- Make recommendations to the NAWDC Technical Director on new data collection capabilities and requirements.
- Maintain the master CVW performance database (currently SQL Server) in conjunction with the NAWDC software/database developer.
- Provide analytic support to tactics, techniques and procedures (TTP) development events as required.
- Liaise with NAWDC SMEs on military day and night flying schedules.
- Support integrated CVW training events (typically 3-4 per year, four weeks each) and Integrated Air Defense Conferences or WTI courses (3-4 per year, one week each).

Qualifications:
REQUIRED EDUCATION / SKILLS:

- U.S. citizen with Bachelor of Science degree in mathematics, operations research, engineering, physics, or other sciences that employ statistical inference or require training in stochastic processes.
- Demonstrated education or experience in mathematical statistics.
- Demonstrated experience or training in test and evaluation, and/or design of experiments.
- Four (4) years of technical and general Program Analyst experience.
- Two (2) years of applicable Program Analyst and Functional Area experience (see detailed tasks above).
- Must possess proven written and verbal communication skills at the junior management and senior executive level, and be able to act independently.
- Experience in use of MS Office (e.g., PowerPoint, Excel, Word) products.

DESIRED SKILLS:

- Familiarity with the requirements for CVW training, specifically AWF and WTI, and a current working knowledge of aircraft and weapons systems; intelligence support systems; Command, Control, Communications, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems integration, and fleet operating procedures.
- Research and data gathering experience, including performance of short and long-term trend analysis, utilization of probability distributions and other analytical tools to assign numerical ratings for use in making readiness assumptions for deploying units, and refining experimental methods and procedures for numerically rating CVW training performance in a simulated threat environment.
- Familiarity with the Fleet Readiness Training Plan (FRTP), Optimized Fleet Response Plan (OFRP), Fleet Training Continuum (FTC), and Fleet Training policy documents.
