I have to wonder if the captain went through channels first? If so, was he ignored?
If that is the case, then I can understand making it public, though I still am not sure that was the right thing to do.
Anyhow, he was showing concern for his crew and it costs him his career.

The health status and readiness of his crew is classified info. Suppose the Chinese oversprayed the carrier when it was on station. His loose tong would confirm the effectiveness of their bio weapon. China knows we would be a tough fight if we were to have a military confrontation. If they could effectively use bio weapons against us and win without firing a shot, they could come out ahead. The captain, took things out of challenge and broke security. If I had done that in the Signal Corps, I would be in Ft. Leavenworth.

Reinstate him back on the Roosevelt promoted to O-7 . He did what he needed to do to protect his crew. He was shown absolute respect by the sailors as he departed the ship .
