LTC Eric Udouj strategically, it makes since to merge with the recent defeats. The meetings of their leaders could be the hashing out of the leadership structure. That could be a force to be reckoned with if they were able to successfully merge.

But was Mosul seen as a significant defeat by IS - or did they achieve what they set out to do? Recall - there was no surrender of Mosul.
