Anyone can say they are Anonymous and put out a video, especially given that Anonymous doesn't have any sort of official command structure. That said, this video sounds more like a libertarian rant about rich people having to pay taxes, even if they try to leave the country to avoid paying them and complaints about the Federal Reserve. I'm not in complete disagreement with everything being said, however this isn't consistent with most of what Anonymous is putting out.
