Well, SN Parks, I looked this up. After pages of right-wing websites and blogs making fun of Rep. Schiff, I found an article in the mainstream media dealing with this incident. The Atlantic's Julia Ioffe recently wrote a piece outlining Putin's current efforts to destabilize the western democracies, and laid out some of the details of this incident.
Kuznetsov and Stolyarov, the two Russian pranksters, are described as having cozy ties with state officials. The article relates that they have successfully prank-called 'an extensive list of American victims' including John McCain and Mitch McConnel.
As far as the call to Rep. Schiff, "a spokesman for Schiff said, “Before agreeing to take the call, and immediately following it, the committee informed appropriate law-enforcement and security personnel of the conversation, and of our belief that it was probably bogus.”)"
Your article from Black & Blonde Media doesn't include those details, or the background that lays out Russian efforts to interfere with Western democracies, does it? No. It's aimed simply at trying to discredit Rep. Schiff, and by extension the investigation into Russian interference with the U.S. election last fall.
Please ask yourself, why are conservatives trying to discredit this investigation? Please take the time to read this article from the Atlantic for a better look at how Putin's efforts are playing out:

Why are we trying to "discredit" the investigation? After millions of dollars and more than a year, where is the evidence of so-called "Russian collusion" by the Trump campaign? It looks like the only "collusion" with Russians was committed by Democrats. And don't act all high and mighty about the Russians being the only ones to interfere with elections. When Obama sent a team on the ground to interfere with the election in Israel, no one on the left thought it a big deal... because it was Obama. https://www.blackandblondemedia.com/2015/03/19/the-team-obama-israeli-election-meddling-fail/
The Team Obama-Israeli Election-Meddling Fail - Black & Blonde Media
The president’s supporters complained about Israeli Prime Minister Benjamin Netanyahu’s speech before a Joint Session of Congress being so close to an election while conveniently forgetting the fact Obama had a high-profile campaign rally in Berlin just prior to the 2008 presidential election. Of course, THAT was entirely proper. Considering how easy it is for …

SN Parks, good morning. Where is the evidence? Well, the Special Prosecutor's Investigation isn't complete, but they have taken two guilty pleas, George Papadopoulos and Michael Flynn, and charged Paul Manifort & his assistant Rick Gates. Flynn & Papadopoulos are cooperating witnesses. The investigation continues, very quietly and professionally.
Please tell me about your charge regarding 'collusion' with the Democrats. That's the latest distraction, right? How does that go?
And as far as your comments about President Obama, what does that have to do with anything? I call 'changing the subject.'
Well Sir, have a great day. Thank you.
