Are other big banks creating fraudulent accounts?

this is a new Method of paying the congress Critters and the Bankers for Being Nothing More than Career Criminals on Our Dime...

I saw this on the news earlier. It sounds crazy....and insane...and scary. Doesn't seem to me that this sort of thing should be legal for banks to do....If I were a Wells Fargo bank customer...I would be out of there in a split second...Good thing I bank at USAA and Air Force credit Union...and I am sure they would never do some under handed sneaky/sly crap like this.
