Are toxic chemicals at Air Force bases leading to cancer, low birth weight?

That sucks. Seems that most installations have some kind of ground water problems. I don't know that there is a good fix for any of them.

I never drink tap water

Every Installation should have a water quality test report. I know Fort Huachuca and Fort Leavenworth had one available when I was stationed at these locations.
