Looks like a win - win. The state gets things done that need to be done more cheaply and the potential for less homelessness is there as well

Homeless people used to be locked up for vagrancy. I had an epiphany one day while driving by several homeless who stood on littered corners panhandling for coin. If they want to panhandle on a corner panhandling, make them keep that corner clean, hand them a trash bag or get a vagrancy charge.
