Problem with the funding is it isn't that simple. The different colors of money in the budget are by law have to be spent for those programs. I.e., development funds have to be spent on developing new weapons systems but can't purchase a fully operational one. Housing money can only be used for housing etc. Building funds have to be spent for buildings and not new sidewalks...the way money is appropriated is law and to spend it on anything else is breaking the law. Trump, by using certain types of money from DoD and declaring a national emergency can take from the overhead in the defense budget but not from the exact appropriations such as housing and base infrastructure. So the money we need to fix those problems is set and it won't change or plus up until the next budget cycle...unfortunately. I agree it needs to be fixed for our men and women but it isn't an overnight fix.
