As a Systems MS type, I've noted the so called climate surveys are very problematical in the questions asked, improper weighting for the gripers, and the list goes on. That, and individual answers are frequently garbage because individuals play their own mind games on the surveys. On our Navy side, they most always front loaded the survey with racial questions because the West Coast HQ had a rocky road in that. Solution: dilute the climate surveys with better performing subcommands and voila, your numbers are better. The one thing I did note about climate surveys were indicators which begged for a follow up small refined question set to see if a problem is or isn't. Alas, those were never done. Heaven forbid you actually sit down with people over coffee and hash it out. I don't know what the Army is up to on this one but if they aren't refining, they'll likely draw erroneous conclusions. BTW, these so called "expert consultant" hired guns are part of the problem because they just don't understand that delving into culture is an iterative process that the Services won't pay for. So the process is a run and gun and done, here's our bill thing.
