These incidents are tragic. Also, I had no idea that there were civilian riggers contracted for the Army.

If he collided with another jumper upon opening then that Is the fault of the jump master and a failure to understand military free fall ttps. You pack our own ra1 and i believe it’s against regulations for the civilian packers to pack they don't touch that. Seems like the report is using the civilian as a scapegoat. Maybe they will publish the actual report.
