Hmmm...from under my old "bean counter" hat, methinks this is a case where the Navy was over-eager to use the software and Bitmanagement wanted a sweeter $$ deal than was originally proposed, after they found out how many were in use. I've seen this process in the past; it's easier to count the number of licenses in use than to estimate how many you might need, especially since most purchasing agents tend to over-estimate and the contract usually binds you to a set number. I doubt very much that the Navy intended to steal anything and I'd like to see the value of the original contract.
