Yes CPT (Join to see) Belgium has been on the front lines in the war on terror foe some time. Well before the Paris attacks the Muslim communities of areas in Belgium had been radicalized with some making their way to fight in the middle east and others choosing to wage war at home.

5 or more years ago, I read and saw on youtube videos and reports showing that cities like Paris had neighborhoods of high muslim concentration and lots of poverty where it was like a state within a state similiar to Los Angeles where you have to speak Spanish and almost everyone is related to or from an illegal alien or someone who just immigrated legally because there are so many illegals from Mexico and Latin America who lived in a neighborhood of cheap rent and where people were helping each other get by. Gangs, gang wars and drugs are part of the landscape and this resulted in high crime and drive-by shootings. This resentment by Americans of all races is now discussed as part of a political platform both here and in the EU.

Something similiar has happened in many parts of Europe and the rascism and discrimination that happens because of the lack of jobs or where the Europeans are marginalizing these Muslims who often feel angry at the Europeans and now they have recruits for home-grown brain washing on social media and they attack their country or their adopted country or go to fight for ISIL and come back to maybe do more harm.

Now with the hundreds of thousands or millions (if you look since 2011) coming from the middle east to escape the war or to look for a better life have overwhelmed the EU and nearby Turkey and many Arab countries like Lebanon and Jordan have caused havoc to the economy and put a strain on the social services.

This is the most serious problem Europe has faced since the end of WW2. It is hard for the EU to do a Marshall plan for 4 million people coming in such a short period of time!
