We need to pay more attention to Libya than we have been. That is where I think an international brand of ISIS will reconstitute itself.
If we want to defeat these assholes, we need to continue to make inroads on their means of communication and recruitment. We are quite good at this task, but it needs to be resourced adequately to get after their C2, fundraising and money laundering ops, and means of enticing new followers.

Libya and Mali are two areas where they are thriving... and Afghanistan and the Philippines are places with potential. We have yet to challenge the ideology, and until we do, we can frustrate their efforts.. but we can not maintain the pressure because time is on their side and not ours.
