If they die as a result of ROTC training they certainly should be covered.

I'm torn on this. I definitely don't think Delayed Entry Program enlistees should be covered. Their contracts don't start until they actually leave for basic training. I feel the same for the ROTC folks but understand the need for coverage during some training

I think there should be some limited coverage if the death is a result of a mishap at a sanctioned training event. I suppose the gray area would be if the person were to die of natural causes.
