The article doesn't mention fraud at all. In fact, I'm not sure why Bitcoin is mentioned in the headline at all.
The Thai government is charging them with violating Thai sovereignty or deteriorating Thai independence. This is because they set up a floating home outside of Thai waters. The penalty for the crime can be the death penalty.
