In the spring of 1942 the Nazis were building reinforced concrete submarine bases that were bomb-proof against any existing weapons. At this time the largest penetrating bomb available to Bomber Command weighed a mere 1000 pounds.

Another theory- it was an open secret that some Soviet generals were urging Stalin not to stop at Berlin, but to roll the Red Army all the way to the channel and take western Europe for the communist empire. Dresden was going to be taken by the Soviets in a few weeks, so the raids were a, "Look what we can do," type message to the Soviet high command.
