I am really concerned with the costs as this might als affect the VA.

The VA and DOD are unrelated. DOD Tricare policies do not change what VA does. The rub is that if VA sees some kind of cost cutting measure they like, they may try to take it on...

As always, be very vocal with your peeps in CONgress about this stuff...
